The research design of this study will involved in methods used to describe the environment of Libyan higher eduction and whether it will an appropriate one in which to implement the TQM approach.
At the same time, it will examine the opinions of the staff members, students and manger at ministry of education regarding the implementation of the TQM approach in Libyan higher education intuitions for these purpose two techniques will be employed and the research will be designed to be both exploratory and descriptive. To the best knowledge of the researcher, the topic of the implementing TQM principles to enhance higher education service has not been considered before in Libyan. According to Sanders and Pinhey (1983: 37), the exploratory technique is useful to research in order to examine a new environment or to “break new ground” when the subject has not been covered by other researchers. Verma and Mallick (1999: 77) emphasized that descriptive methods in the educational field are not entirely proper since they accept many methods for the collection of information.
The research design for this study include data collection which take place after a pilot study is undertaken ,which is 10% involving form actual study around 11participants for interview . This study is necessary as it gives the researchers an idea of the nature of their field of study after the pilot study result interview questions and Questionnaire for actual study will be developed. The process of data collection involves interviews of 11people as follows 4 from ministry of education and 7 for deans of universities. Some of the data collected is measurable while some is not. Tools to be applied in data collection will include 210 questionnaires for actual study, 7 for public universities, 3 schools business, 10 participants from the school of engineering and medicine, 5 students and 5 stuff, totaling 30 participants per university and a total of 210.

The interviews focus on getting information regarding challenges encountered in Libyan higher education by Deans of the seven universities, and managers at the Ministry of Education. These individuals, constituting the study, will be interviewed by presenting them with several semi-structured questions which will allow them to answer questions with minimal restrictions.

NVivo is used predominantly by academic, government and commercial researchers across a diverse range of fields, including social sciences such as psychology, communication, sociology, as well as fields such as forensics, tourism and marketing.

The research is aimed to collect data from three different methods; one is questionnaire survey with the selected respondents (climate migrants), formal interview with the planning professionals and detail case study. The questionnaire survey and interview will be collected in paper form and case study will be recorded in voice recording machine.
SPSS will use for processing the questionnaire survey and data as well GIS techniques will also be used to analysis the flow and distribution of climate migrants along the study area. SPSS will be the key analytical software to analysis the primary data and different statistical techniques for example Frequency distribution, Cross Tabulation, Chi ?square Test, Correlation, Regression and other Multivariate Analysis will use to answer the research questions and to achieve the research goal, as well data presentation techniques like, bar chart, Pie-chart, Study area map, Regression curve will also use for data presentation.
The GIS techniques will also be used for data presentation like urban population concentration, slum population concentration, migration pattern, distribution of migration communities? urban service and facilities network presentation.

The pilot study will be a test of whether, research tools like interviews will be applicable in the field of study .the interview for the study will involve just a few. The larger study will involve collecting data from the entire field of study which will be used in the analysis and finding a panacea for the development of the system in question. This for the pilot study

The target population for this study will include university staff, university students. A probability sampling method, random sampling involving picking students from the freshman to the senior class of various learning institututions, will be used to select the participants and to determine the sample size for the study from the seven institutions of higher learning within the country. The entire sample size will be 210 questionnaires for actual study, 7 public universities, 3 schools business, 10 participants from the school of engineering and medicine, 5 students and 5 stuff, totaling 30 participants per university and a total of 210The process of picking these will be based on the career courses offered in the University of Choice, the year of study of the students.
